When a Florida Roof Needs Replacing, Not Repairing
Most Volusia County homeowners land here for one of four reasons: the roof is simply old, an insurer sent a non-renewal notice, a storm did real damage, or a leak turned out to be the symptom of a much bigger problem. Those are genuinely different situations, and only some of them call for a full replacement.
Honest version: if your shingles are in their first 10–12 years and the damage is confined to one slope or one flashing detail, you probably want a roof repair, not a replacement. We will tell you that on the estimate. We would rather do a $700 repair correctly and be the contractor you call in eight years than sell you a roof you did not need yet.
Replacement is usually the right call when:
- The roof is at or past its service life. In Florida’s UV and heat load, a 3-tab roof commonly gives 15–18 years and an architectural shingle roof 20–25 — noticeably less than the same product in a northern climate.
- Your insurer is applying pressure. Roof age drives Florida underwriting harder than almost any other factor. See roof age and homeowners insurance and the 4-point inspection.
- Storm damage crosses the 25% threshold. Florida’s 25% roof rule governs when a repair legally has to become a full replacement.
- The decking is failing. Soft or rotten plywood cannot be fixed from the outside — see why your estimate says “plywood not included.”

What a Full Re-Roof Actually Includes
“Roof replacement” means different things to different contractors, which is exactly why estimates are so hard to compare. Here is what is in ours:
| Stage | What Happens |
|---|---|
| Permit | We pull it. You never stand in line at the building department. How permits work here. |
| Tear-off | Complete removal down to bare deck. No shingle-over. Landscaping tarped, dumpster staged off your driveway where possible. |
| Deck inspection & re-nail | Rotten sheathing replaced, deck re-nailed to current Florida Building Code fastening schedule. This is also what earns you a wind mitigation credit. |
| Underlayment / secondary water barrier | Self-adhered peel-and-stick. If the shingles ever come off in a storm, this is the layer keeping water out of your house. Why it matters. |
| Metal & flashing | New drip edge, valley metal, new pipe boots. Most leaks start here, not in the field of the shingle. |
| Shingles | TAMKO Titan XT® (160 mph wind warranty) or CertainTeed Landmark®. See our materials. |
| Ventilation | Ridge vent and intake balanced — under-ventilated attics cook shingles from below and shorten roof life in Florida. |
| Cleanup | Magnetic nail sweep, every day — not just at the end. |
| Inspection & wind mit | County/city final inspection, then your wind mitigation report — included, not an add-on. |
Timeline for a typical Volusia County single-family home is one to three days on the roof. Full timeline breakdown here, and if you are worried about weather, here is what happens if it rains mid-job.
The Wind Mitigation Report Is Included — and It Is Worth Real Money
This is the part most homeowners do not know to ask about. A new roof installed to current code earns you credits on the Florida wind mitigation form — for the deck attachment, the secondary water barrier, the roof-to-wall connection, and the shingle’s wind rating. Those credits translate into a discount on your homeowners premium every year you own the house.
Many contractors leave the homeowner to arrange and pay for that inspection separately. We include the wind mitigation report with every roof we install. It is one of the fastest ways a new roof starts paying for itself. If your home also qualifies, look at the My Safe Florida Home grant.

Frequently Asked Questions
How long does a roof replacement take in Volusia County?
Most single-family homes here are a one- to three-day job on the roof, depending on square footage, pitch, and how much decking needs replacing. Tear-off and dry-in usually happen the same day, so your home is never left open overnight.
Do I need a permit to replace my roof, and who pulls it?
Yes, a re-roof requires a permit in Volusia County. We pull it. Which office issues it depends on where you live: if your home is inside an incorporated city’s limits, that city’s building division handles the permit and inspections; if you are in unincorporated Volusia, it goes through the county. Note that a mailing address is not the same thing as being inside city limits.
Will a new roof lower my homeowners insurance?
Usually, yes – and often significantly. A roof installed to current code earns credits on the Florida wind mitigation form for deck attachment, secondary water barrier, roof-to-wall connection, and shingle wind rating. We include the wind mitigation report with every roof we install rather than charging for it separately. The actual discount depends on your carrier and your home.
Can you just go over my existing shingles?
We don’t. Every roof we install is a full tear-off down to bare deck. Going over the top hides rotten decking, prevents proper deck re-nailing, makes a secondary water barrier impossible, and generally costs you the wind mitigation credits that make a new roof pay for itself.
What happens if you find rotten decking?
We show it to you before we cover it. Decking is nearly always priced separately by every contractor in Florida, because nobody can see what is under your shingles until tear-off. Ask any bidder what their per-sheet price is – if they don’t have one, that is a red flag.
Do you offer financing?
Yes, financing is available through Acorn Finance. Terms and approval depend on the lender, so we won’t quote you a rate – talk to us and we will point you to the application.
What warranty comes with the roof?
Manufacturer coverage on the materials, plus our own 5-year labor warranty on the installation. We are CertainTeed ShingleMaster credentialed with dual Master Craftsman certifications.
